Recalculating Balancing Positions for GH4 (L-Grid) - Gasday 10/03/2020

Due to a technical issue, the balancing positions for GH04 of gasday 10/03/2020 were erroneous. 

As a consequence, balancing positions have been recalculated. A new balancing message has been resent.
